A Trailhead Parking Lot Connects Libby Residents to the Outdoors

The Norgard Trail in Libby lacks a functional parking area at its trailhead, limiting access to outdoor recreation for residents and visitors. After receiving a state grant to construct a parking lot, the Libby Parks District and Lincoln County completed the design, site cutting, and excavation. But two natural disasters in December 2025 forced the county to focus crews and equipment elsewhere. To finish the project, one Libby Parks District board member reached out to LOR with a solution: hire a contractor to pave the parking lot. LOR’s funding will help the Libby Parks District hire a contractor to pour a concrete parking surface and design and install informational and wayfinding signs. The new parking lot will ensure the Norgard Trail becomes a community resource, connecting Libby residents with the outdoors.
