    Chris Salyers, DHSc, is the director of programs and evaluation for the National Organization of State Offices of Rural Health (NOSORH). He is a leader in the rural health community, particularly known for his work in workforce development, telehealth, and equitable access to health services for those in rural places.

  • Tammy Norville Chief Executive Officer — NOSORH

    Tammy Norville is the chief executive officer of the National Organization of State Offices of Rural Health (NOSORH). A North Carolina native, she is a veteran of the rural health sector with over 20 years of experience in operational efficiency, technical assistance, and community engagement. Tammy was appointed CEO in June 2022. In this role, she leads the member association that represents all 50 State Offices of Rural Health (SORH), focusing on improving health care access and quality for rural Americans. Before moving to the national level, she spent nearly 15 years serving rural safety-net providers at the North Carolina DHHS Office of Rural Health. Her work there focused on business literacy, cost reporting, and contract monitoring for rural clinics and hospitals.

About the Project

Starting in 2026, states will be implementing approved Rural Health Transformation Fund (RHTP) programs totaling $50 billion over the next five years. The Centers for Medicare & Medicaid Services approved the initial state plans in late December 2025, which has opened new opportunities and challenges for states: They must now translate high-level plans into meaningful funding allocations and actions to improve rural health. States face subject matter expertise gaps and a limited understanding of how best practices and solutions from other states can improve rural health outcomes. To address this gap, the National Organization of State Offices of Rural Health (NOSORH) will provide implementation support to states via a variety of approaches including: (1) developing an expanded RHTP information hub and other technical assistance resources; (2) supporting a national learning community of state offices of rural health; (3) improving coordination across national technical assistance organizations; and (4) developing resources at national and regional convenings to ensure program implementation is successful in the states.
